The Part of the Build That Kills People Quietly

Work at height has an obvious drama to it. A person up high, an open edge, a load swinging on a hoist.

Traffic management has none of that, which is part of why it is so dangerous. A telehandler reversing across a yard at walking pace does not look like a threat until it is one.

The numbers bear this out.

The UK’s Health and Safety Executive states that nearly a quarter of all deaths involving workplace transport occur during reversing, and being struck by a moving vehicle remains one of the leading causes of fatal injury at work.

Those are GB figures, and other jurisdictions publish their own, but the pattern travels. Event sites carry the same risk in a more chaotic form, because we build them fast with several contractors moving at once on ground that was a field or a car park the day before.

Why Event Sites Are Worse Than Most

A normal construction site has time on its side. Routes get established, everyone learns them, the same crews come back day after day.

An event build does not get that. The whole site goes up in days, sometimes hours, and the people moving through it change constantly.

Three things make it harder than a standard site:

  • Compression. Months of construction logic gets squeezed into a short build window, so everything happens at once and everyone is in a hurry.
  • Many contractors, no shared habits. Staging, audio, lighting, fencing, catering and power all arrive as separate companies who have never worked this site together.
  • The handover to a crowd. The same ground that carried forklifts all week is about to carry ten thousand pedestrians, and the switch happens on a deadline.

None of this excuses a weak plan. A site with no time to let habits form is exactly the site that has to design the safety in from the first vehicle through the gate.



Keep People and Vehicles Apart

The single most effective thing you can do is stop people and vehicles needing to share the same space. The safety bodies are unanimous on this.

Separating pedestrians from vehicle routes entirely, so they never have to mix, is the strongest control there is. Everything else is a fallback for where you could not manage it.

On an event site that means a few concrete things. Foot traffic gets its own routes, fenced off from where vehicles run, covering the parts of the site people actually need to reach. Pedestrians and vehicles come in through different gates. Where a walking route has to cross a vehicle route, that crossing is a designed point with priority made clear, not a gap in the fence where people drift across.

The test we apply is simple.

Walk the route a crew member would walk to get from the welfare cabins to their work area. If that walk puts them into a live vehicle route at any point that was not deliberately designed as a crossing, the segregation has a hole in it.



Design Out the Reverse

Reversing is where the deaths cluster, because the driver cannot see well behind them and the person on foot assumes they have been seen. Good traffic plans go after this directly, by removing the need to reverse in the first place.

A one-way system that loops vehicles around the site without turning is the goal. Drive in, drop or load, drive out, never reverse. Where the site shape makes that impossible and a vehicle has to reverse, it happens under control: a banksman in place, the area behind the vehicle confirmed clear, and a defined zone nobody else enters while it is moving.

Vehicles reversing freely across open ground, crew walking nearby, nobody marshalling. That is the clearest sign a site has no real traffic plan, whatever the paperwork claims.



The Vehicle Curfew Most Sites Forget

There is a moment on every event when the site stops being a building site and becomes a public space. The trouble is that production work rarely finishes that cleanly. There is always one more delivery, one more forklift run, one more van that needs to get to the stage.

A vehicle curfew draws a hard line.

rom a set time before doors, no vehicle moves on any part of the site the public can reach, full stop. Anything that has not arrived by then waits until after the event. This is the rule that gets leaned on hardest, because there is always a good operational reason to break it, and breaking it is how a forklift ends up moving through arriving attendees.

So the things to look at are how firmly the curfew actually holds, and who has the standing to enforce it when a contractor turns up at the gate with a genuine reason to want it relaxed.



Site Rules That Everyone Has Actually Read

Because the contractors on an event build do not share habits, the site has to supply them. Site rules cover the things that cannot be left to assumption: the speed limit, the one-way flow, where you park, where you do not, the curfew, what happens at crossing points.

Rules on a page change nothing on their own. What matters is whether they reached the person actually driving the telehandler. That happens through a proper induction and briefing, not a laminated sheet taped to the gate that nobody stops to read.

When we induct drivers onto a site, we want to know they have taken the route and the rules in, because the driver who skipped the briefing is the one who does not know the crossing point is there.



Licences, Tickets and Who Is Allowed to Drive

Not everyone who climbs into a vehicle on site should be driving it. Plant operators need the right tickets for the machine they are on, and those tickets need to be in date. Drivers need the appropriate licence. Checking this is routine, expected, and a competent contractor has the paperwork ready.

A site that cannot answer that for every vehicle on it has a gap.



What We Look For When We Walk the Site

A site that has these is not always a tidy one. It can look like chaos. What matters is that the chaos runs inside a system, and the system is what stops a reversing telehandler from finding a person.
